A multi-tiered, internationally oriented governance structure was established to integrate strategic steering, operational implementation, and continuous feedback. Cross-functional teams, international test leads, and a coordinated management group laid the foundation for cross-organizational collaboration and scalable V&V governance—even within a complex matrix organization, leveraging existing structures.

Development and Implementation of Standards, Policies, and Communities
The Enterprise V&V Framework, featuring standardized test phases, test objectives, and quality gates, was established. In addition, a cross-functional defect governance process and a data-driven approach to evaluating relevant test metrics, maturity levels, and quality risks were introduced. International leadership and test manager structures enabled global synchronization, continuous feedback, and the cross-organizational refinement of the defined standards. For the first time, development, testing, and quality were linked through a common governance framework.

Enterprise Deployment & Scaling
The V&V framework that was developed was applied in pilot projects and critical development programs and further refined under real-world project conditions. Maturity assessments highlighted existing strengths, gaps, and specific areas for improvement. In addition, targeted training sessions were conducted, and specific improvement measures were implemented in a critical development program. This made quality risks more transparent, better aligned validation activities, and enabled more reliable release decisions. The insights gained formed the basis for further scaling governance within the company.
